Windows2000 (Pro + Server) - download to its own folder & unzip.  Then double click the file "TZupdate.reg" which will update the registry with the new time zones database.  Click yes and just follow instructions to import the registry entry.Then double click on "refreshTZinfo.vbs" to run the VB script which updates the TimeZoneInformation registry key in the current control set.  This will happen so fast you probably won't even see it do it.  To check that it works, open up the clock and advance the time to Sunday morning at 1:59 am on 3/11/07.  Wait 1 minute and the clock should jump ahead to 3:00 am as it adjusts for DST.
